第一，退休金概念的起源。

由于我国从退休金到养老金经历了一个漫长的演变过程，实际上两者各自代表不同的历史阶段和打上不同的时代烙印。在1978年出台的国发（1978）104号文件精神，即《国务院关于工人退休、退职暂行办法》中第二条规定， 工人退休以后，每月按下列标准发给退休费，直至去世为止。国务院文件中，这里提的是退休费，实际上退休费才是官方的称呼，但在民间都将退休费成为退休金，这大概就是退休金的来源。

第二，退休金时代的结束，养老金时代的开启。

1997年，国务院印发了《关于建立统一的企业职工基本养老保险制度的决定》，即国发（1997）26号文件，其中第五条明确指出，“本决定实施后参加工作的职工，个人缴费年限累计满15年的，退休后按月发给基本养老金”。这是养老金这个名词出现在官方的正式文件之中，从这两个概念的变化，我国已经从退休制度过度到养老金制度，这不但是名词和提法的变化，也是从计划经济体制到市场经济体制的转换所代表的时代精神，更是养老保险制度的改革的新时代已经开启。2011年出台的《中华人民共和国社会保险法》，正式将养老医疗等社会保险纳入了法制的范围，标准着我国的养老保险制度走上法制化的轨道，依法规范了单位和个人的养老、医疗等社保缴费、待遇享受等方面的权利和义务。社保法第十六条明确规定，“参加基本养老保险的个人，达到法定退休年龄时累计缴费满十五年的，按月领取基本养老金。”这是第一次将养老金这个名词纳入法制轨道，也是法制化的称呼。2015年，国务院发布了《关于机关事业单位工作人员养老保险制度改革的决定》明确指出，“本决定实施后参加工作、个人缴费年限累计满15年的人员，退休后按月发给基本养老金。“这是第一次将机关事业单位工作人员以前所领取的退休金变成了养老金。随着这个文件的实施，退休金基本上退出了历史舞台，取而代之的是养老金，随着机关事业单位工作人员由退休金制度变成养老金制度，也标志着我国的退休制度从双轨制变成了单轨制。

第三，退休金和养老金的区别。

退休金代表的计划经济时代，退休金的是计划经济的产物。严格来讲退休主要是按照老制度办理退休的人员，包括1992年之前的国有企业退休工人，2014年10月1日之前办理退休的机关事业单位工作人员。由于他们退休时没有缴纳社会保险，也没有社会保险这个概念，他们退休时主要是依据工作工龄，按照本人在职时的工资待遇，按照一定的比例计算得出的退休所得，称呼为退休费，民间称呼为退休金；而养老金是依法缴纳社会保险，社会保险的缴费年限达到规定的缴费年限，退休后的收入所得，被称呼为养老金。退休金和养老金虽然只有两字之差，但是代表了不同历史发展时代，赋予了不同的时代精神，体现了不同时代特征，是社会经济发展不同历史阶段的见证。

综上所述，退休金和养老金既有相同的地方，相同点体现在都是退休后的收入所得，其用途都是为了老有所养，都是退休生活的根本保障；不同点在于这是两种不同的退休制度所产生的的差异。退休金是老制度的必然产物，养老金是新时代的象征。简单地说，没有缴纳养老保险退休后所领取的退休金，缴纳养老保险后退休所领取的是养老金。
